CALL TO ORDER
PersonNameRichard Williams, Chairperson, opened the meeting at 8:05 a.m.

ROTATION OF OFFICERS
In accordance with its new policy of annual rotation of the board chairperson, Jennie Green stepped down from the chairperson position after years of invaluable service. The Board members thanked Jennie for her dedication, perseverance, and excellent leadership.  PersonNameRichard Williams is the new Chairman and PersonNameMax McCreery is the new Vice-Chairman.

MEETING MINUTES
The Board reviewed the meeting minutes of April 17, 2008.  Susan made the motion, Steve seconded and the meeting minutes were approved as amended.  PersonNameJennie Greene and PersonNameRichard Williams abstained from the vote.

placePlaceNameASSISTANT PlaceTypeBEACH SUPERINTENDENT POSITION DESCRIPTION
Although a job description does not exist for the Assistant Beach Superintendent position, this position has existed for a number of years.  The employee who has filled the position each summer is paid at the same grade and step as the Superintendent.  The Board determined that the assistant's job description would be based on the Beach Superintendent's updated job description.  The classification and grade/step of the Assistant Beach Superintendent will not affect the person currently in the position, but will apply to new personnel for the future.  The Board asked Christina to invite Martina Mastromonaco and the members of the Beach Committee to attend the next Personnel Board meeting, which is on May 15, 2008 at 8:00 a.m.  

REVISED PERSONNEL BYLAW REVIEW
The review of the revised personnel bylaw was postponed.  An out-of-cycle meeting was scheduled for Monday, May 5, 2008 at 8:00 a.m. to exclusively review the bylaws.  The Board asked Christina to post this meeting at Town Hall.

TRI-TOWN AMBULANCE DISCUSSION
The Board discussed the Personnel Board's jurisdiction regarding the Tri-Town Ambulance staffing issues and emphasized that all Personnel decisions need to be in compliance with the Personnel Bylaws.




FUTURE AGENDA ITEMS
Chairperson Williams asked that the Board consider adding language to the Disciplinary Actions section of the Personnel Bylaws to give a specified period of time for rehiring fired employees, if they are to be eligible for rehire in the future.

Chairperson Williams outlined the Board's projects for the upcoming meetings:
- Finalize job descriptions for the Beach Superintendent and the placePlaceNameAssistant PlaceTypeBeach
  Superintendent, and review the grade for the latter.
- Complete review of the Draft 3 Revised Personnel Bylaws.
- Create an accompanying Procedure Manual, which will include items previously contained
   in the bylaws, as well as procedures that have been identified during the Personnel Board's
  discussions over the past year.

                                                                       Thursday, May 15, 2008 at 8:00 a.m.

With no further business to discuss, Chairman Williams adjourned the meeting at 10:00 a.m.
